柳州地(di)處(chu)我國(guo)(guo)南部,屬亞熱(re)帶季風(feng)氣候區,雨(yu)(yu)季一(yi)般始于4月下旬,終(zhong)于9月上旬,年(nian)總降(jiang)雨(yu)(yu)量約1345~1940毫米,是全(quan)(quan)國(guo)(guo)降(jiang)水量最豐(feng)富(fu)的地(di)區之一(yi)。雨(yu)(yu)季施(shi)工(gong)(gong)是項目(mu)必須經(jing)歷的施(shi)工(gong)(gong)階段(duan),施(shi)工(gong)(gong)安全(quan)(quan)、排水系統、便道、混(hun)凝土穩定性等問題都需要全(quan)(quan)面(mian)統籌考慮。針對雨(yu)(yu)季施(shi)工(gong)(gong)所面(mian)臨(lin)的問題,項目(mu)結合實(shi)際情(qing)況(kuang)采取一(yi)系列有(you)效的管理措施(shi),確保順利完成年(nian)度施(shi)工(gong)(gong)任務。
項目根據《關于做好2020年清明節、“五一”勞動節期間安全生產工作的通知》(路建二司發〔2020〕46號)文件要求,由安全部牽頭,各工區積極配合,在清明節前后深入施工現場、工區駐地、勞務隊駐地開展安全隱患排查工作。
在外業方面,項目重點排查電箱責任名牌、電纜線鋪設、大型機械設備用電等情況,輸電線路嚴格實行“三相五線”制和三級配電二級保護的要求,用電設備落實“一機一閘一漏一箱”制,為機電設備設置防雨棚,確保用電安全。項目邊坡地質類型多為炭質泥巖,穩定性較差,易造成邊坡失穩、塌方。項目采取對存在塌方隱患的邊坡設置臨時攔水梗,坡頂設置截水溝,在上邊坡采取拱形骨架鋪筑等防止邊坡受到沖刷的措施,同時加強地質不良地段的沉陷觀測,做好相關防護措施,防止雨水浸泡基坑。項目還詳細排查工區、勞務隊駐地,對危險建筑以及重點建筑進行加固,處于危險地段的建筑予以搬遷。
在內業方面,項目有針對性地開展(zhan)安(an)全生產宣(xuan)傳教育活動,明確強調雨季安(an)全施工(gong)注(zhu)意事項,和(he)勞務工(gong)人(ren)(ren)簽訂安(an)全風險告(gao)知書,確保現場施工(gong)人(ren)(ren)員掌握(wo)安(an)全生產要(yao)點,進一步提(ti)高(gao)作業人(ren)(ren)員的自(zi)我(wo)安(an)全防(fang)范意識和(he)能力。
雨季期間,便道就是確保順利施工的重要通道。項目將便道和排水系統結合施工總平面圖統一布置,充分利用隧道洞渣修繕主線便道,確保雨季施工主線便道暢通,為雨季期間運輸材料、搶抓結構物提供保障。
在雨(yu)(yu)季來臨前,項目(mu)(mu)組(zu)織人員對施(shi)工(gong)現場進行(xing)全面勘(kan)測(ce),并根據實際情況制定排(pai)水(shui)(shui)(shui)(shui)方案,設專人負責排(pai)水(shui)(shui)(shui)(shui)工(gong)作,確(que)保雨(yu)(yu)水(shui)(shui)(shui)(shui)能快速排(pai)出,減(jian)少降雨(yu)(yu)對施(shi)工(gong)帶(dai)來的不利影(ying)響(xiang)。項目(mu)(mu)部分路段處于低(di)洼(wa)地(di)帶(dai),周邊(bian)(bian)(bian)農田(tian)密布、水(shui)(shui)(shui)(shui)系(xi)發達,既要(yao)確(que)保順利施(shi)工(gong),也要(yao)防止農田(tian)被雨(yu)(yu)水(shui)(shui)(shui)(shui)淹沒,對汛期排(pai)水(shui)(shui)(shui)(shui)泄洪的要(yao)求較高(gao)。為解決這一難題,項目(mu)(mu)進一步完(wan)善(shan)排(pai)水(shui)(shui)(shui)(shui)系(xi)統,修筑急流(liu)槽(cao)將水(shui)(shui)(shui)(shui)排(pai)出路基,加強排(pai)水(shui)(shui)(shui)(shui)溝(gou)、邊(bian)(bian)(bian)溝(gou)修筑施(shi)工(gong),使排(pai)水(shui)(shui)(shui)(shui)溝(gou)與(yu)邊(bian)(bian)(bian)溝(gou)接通周邊(bian)(bian)(bian)水(shui)(shui)(shui)(shui)系(xi),確(que)保施(shi)工(gong)場地(di)的排(pai)水(shui)(shui)(shui)(shui)渠道(dao)暢(chang)通,同(tong)時也幫助村民改善(shan)農田(tian)水(shui)(shui)(shui)(shui)利灌溉條件。
統(tong)籌工程進度 落實施工舉措
凡事預(yu)則立。項目在做(zuo)(zuo)好(hao)調研工(gong)(gong)(gong)作的(de)基(ji)礎上,合(he)理制定施(shi)(shi)(shi)工(gong)(gong)(gong)計(ji)劃,并(bing)細化分(fen)解(jie),將責(ze)(ze)任(ren)落實(shi)到(dao)個人,明確(que)分(fen)工(gong)(gong)(gong),提(ti)高施(shi)(shi)(shi)工(gong)(gong)(gong)效率。為(wei)確(que)保(bao)(bao)雨(yu)季施(shi)(shi)(shi)工(gong)(gong)(gong)進度(du)不落后,工(gong)(gong)(gong)程質量(liang)不降低,項目提(ti)前做(zuo)(zuo)好(hao)綜合(he)防(fang)(fang)護工(gong)(gong)(gong)作,減(jian)少施(shi)(shi)(shi)工(gong)(gong)(gong)受雨(yu)季影響的(de)損失:一是(shi)集中人力(li)(li)物力(li)(li),加快邊坡防(fang)(fang)護施(shi)(shi)(shi)工(gong)(gong)(gong),降低邊坡塌方風險(xian);二(er)是(shi)雨(yu)季期間搶(qiang)抓結構物施(shi)(shi)(shi)工(gong)(gong)(gong),見縫(feng)插針,抓住晴好(hao)天(tian)氣(qi)進行路(lu)基(ji)填筑,保(bao)(bao)證開(kai)挖(wa)、填筑以及壓(ya)實(shi)工(gong)(gong)(gong)作同(tong)步,對于不同(tong)壓(ya)實(shi)層面需保(bao)(bao)持良(liang)好(hao)的(de)橫(heng)向坡度(du),防(fang)(fang)止路(lu)基(ji)積(ji)水(shui)(shui),確(que)保(bao)(bao)工(gong)(gong)(gong)程質量(liang);三是(shi)劃分(fen)防(fang)(fang)雨(yu)責(ze)(ze)任(ren)區,做(zuo)(zuo)到(dao)雨(yu)后能施(shi)(shi)(shi)工(gong)(gong)(gong),現場(chang)無積(ji)水(shui)(shui),在遇上大(da)雨(yu)天(tian)氣(qi)能夠調派(pai)足(zu)夠勞動力(li)(li)至相(xiang)應防(fang)(fang)汛地點組織防(fang)(fang)汛,及時解(jie)決(jue)問(wen)題;四是(shi)材料堆放區落實(shi)排水(shui)(shui)、防(fang)(fang)雨(yu)措施(shi)(shi)(shi),確(que)保(bao)(bao)易受潮的(de)材料、成(cheng)品免于淋(lin)濕浸泡;五是(shi)做(zuo)(zuo)好(hao)突發情況的(de)應急準備工(gong)(gong)(gong)作,儲備雨(yu)具(ju)、臨時防(fang)(fang)雨(yu)棚、大(da)功率抽水(shui)(shui)機械等防(fang)(fang)排水(shui)(shui)物資(zi)。
截至(zhi)目前,項目已(yi)對便道、排水(shui)系統進行全面排查(cha),各項應對雨(yu)(yu)季施工(gong)(gong)的(de)(de)工(gong)(gong)作(zuo)正在有條不紊地進行,確保雨(yu)(yu)季施工(gong)(gong)進度不耽誤、工(gong)(gong)程質(zhi)量(liang)不降低。下一步,項目將(jiang)及(ji)時了解當地氣(qi)象情況,倒排施工(gong)(gong)計劃,提前做好防范措(cuo)施,對重點施工(gong)(gong)環節以及(ji)可能引發施工(gong)(gong)質(zhi)量(liang)問題的(de)(de)事(shi)項進行科(ke)學處理,將(jiang)降雨(yu)(yu)對工(gong)(gong)程的(de)(de)影響(xiang)降到最低。
