柳州(zhou)地(di)(di)處我國南部,屬亞(ya)熱帶季風氣候區,雨(yu)(yu)季一般始于(yu)(yu)4月(yue)下(xia)旬,終于(yu)(yu)9月(yue)上旬,年(nian)總降(jiang)雨(yu)(yu)量約1345~1940毫米,是全國降(jiang)水量最(zui)豐富的地(di)(di)區之一。雨(yu)(yu)季施(shi)工是項目必須經歷(li)的施(shi)工階段,施(shi)工安全、排水系統、便道、混(hun)凝土穩(wen)定性等(deng)問題(ti)都需(xu)要全面統籌考慮。針對雨(yu)(yu)季施(shi)工所面臨(lin)的問題(ti),項目結(jie)合實際情況采取一系列有效的管理措施(shi),確(que)保順利完成年(nian)度施(shi)工任務。
項目根據《關于做好2020年清明節、“五一”勞動節期間安全生產工作的通知》(路建二司發〔2020〕46號)文件要求,由安全部牽頭,各工區積極配合,在清明節前后深入施工現場、工區駐地、勞務隊駐地開展安全隱患排查工作。
在外業方面,項目重點排查電箱責任名牌、電纜線鋪設、大型機械設備用電等情況,輸電線路嚴格實行“三相五線”制和三級配電二級保護的要求,用電設備落實“一機一閘一漏一箱”制,為機電設備設置防雨棚,確保用電安全。項目邊坡地質類型多為炭質泥巖,穩定性較差,易造成邊坡失穩、塌方。項目采取對存在塌方隱患的邊坡設置臨時攔水梗,坡頂設置截水溝,在上邊坡采取拱形骨架鋪筑等防止邊坡受到沖刷的措施,同時加強地質不良地段的沉陷觀測,做好相關防護措施,防止雨水浸泡基坑。項目還詳細排查工區、勞務隊駐地,對危險建筑以及重點建筑進行加固,處于危險地段的建筑予以搬遷。
在內(nei)業(ye)方面,項(xiang)目(mu)有針對性地(di)開(kai)展安(an)(an)全生(sheng)產宣傳教育(yu)活動,明確強(qiang)調雨季(ji)安(an)(an)全施工注意事項(xiang),和勞務(wu)工人簽(qian)訂安(an)(an)全風(feng)險(xian)告知書,確保現(xian)場施工人員掌握(wo)安(an)(an)全生(sheng)產要點,進一步(bu)提高作業(ye)人員的自我安(an)(an)全防范(fan)意識和能力。
雨季期間,便道就是確保順利施工的重要通道。項目將便道和排水系統結合施工總平面圖統一布置,充分利用隧道洞渣修繕主線便道,確保雨季施工主線便道暢通,為雨季期間運輸材料、搶抓結構物提供保障。
在雨(yu)季來臨前,項(xiang)目(mu)組(zu)織人員(yuan)對施(shi)工(gong)(gong)(gong)現(xian)場進(jin)行全面勘(kan)測(ce),并根(gen)據實際情況制定排(pai)(pai)(pai)(pai)水(shui)方(fang)案,設專人負責(ze)排(pai)(pai)(pai)(pai)水(shui)工(gong)(gong)(gong)作,確保雨(yu)水(shui)能快(kuai)速(su)排(pai)(pai)(pai)(pai)出,減少降雨(yu)對施(shi)工(gong)(gong)(gong)帶來的(de)不利影響。項(xiang)目(mu)部分路段處于低洼(wa)地帶,周(zhou)邊(bian)(bian)(bian)(bian)農(nong)田密布、水(shui)系發達,既(ji)要(yao)確保順利施(shi)工(gong)(gong)(gong),也要(yao)防止農(nong)田被雨(yu)水(shui)淹沒,對汛(xun)期排(pai)(pai)(pai)(pai)水(shui)泄洪(hong)的(de)要(yao)求較(jiao)高。為(wei)解決這(zhe)一(yi)難題,項(xiang)目(mu)進(jin)一(yi)步完善排(pai)(pai)(pai)(pai)水(shui)系統,修筑急流槽將水(shui)排(pai)(pai)(pai)(pai)出路基(ji),加強(qiang)排(pai)(pai)(pai)(pai)水(shui)溝、邊(bian)(bian)(bian)(bian)溝修筑施(shi)工(gong)(gong)(gong),使排(pai)(pai)(pai)(pai)水(shui)溝與邊(bian)(bian)(bian)(bian)溝接通(tong)周(zhou)邊(bian)(bian)(bian)(bian)水(shui)系,確保施(shi)工(gong)(gong)(gong)場地的(de)排(pai)(pai)(pai)(pai)水(shui)渠道暢通(tong),同時(shi)也幫助(zhu)村民改善農(nong)田水(shui)利灌溉條(tiao)件。
統(tong)籌工程進度 落實施(shi)工舉措
凡事預則立(li)。項目在做(zuo)好(hao)調(diao)研工(gong)(gong)(gong)(gong)作的(de)基(ji)(ji)(ji)礎上,合(he)理制定施(shi)(shi)工(gong)(gong)(gong)(gong)計劃,并細化(hua)分(fen)(fen)解(jie)(jie),將責任落實到個人,明確(que)分(fen)(fen)工(gong)(gong)(gong)(gong),提(ti)高(gao)施(shi)(shi)工(gong)(gong)(gong)(gong)效率。為(wei)確(que)保(bao)雨(yu)季(ji)(ji)施(shi)(shi)工(gong)(gong)(gong)(gong)進度(du)不(bu)落后,工(gong)(gong)(gong)(gong)程(cheng)質(zhi)量不(bu)降(jiang)低(di),項目提(ti)前做(zuo)好(hao)綜合(he)防護工(gong)(gong)(gong)(gong)作,減(jian)少施(shi)(shi)工(gong)(gong)(gong)(gong)受雨(yu)季(ji)(ji)影(ying)響的(de)損失:一(yi)是(shi)集中人力物力,加快邊(bian)(bian)坡(po)防護施(shi)(shi)工(gong)(gong)(gong)(gong),降(jiang)低(di)邊(bian)(bian)坡(po)塌方風險;二(er)是(shi)雨(yu)季(ji)(ji)期間搶(qiang)抓結構物施(shi)(shi)工(gong)(gong)(gong)(gong),見縫插針,抓住晴好(hao)天(tian)氣(qi)進行路(lu)基(ji)(ji)(ji)填筑,保(bao)證開挖、填筑以及壓實工(gong)(gong)(gong)(gong)作同步,對于(yu)不(bu)同壓實層面需保(bao)持良(liang)好(hao)的(de)橫向坡(po)度(du),防止路(lu)基(ji)(ji)(ji)積水(shui),確(que)保(bao)工(gong)(gong)(gong)(gong)程(cheng)質(zhi)量;三(san)是(shi)劃分(fen)(fen)防雨(yu)責任區,做(zuo)到雨(yu)后能(neng)施(shi)(shi)工(gong)(gong)(gong)(gong),現(xian)場(chang)無(wu)積水(shui),在遇上大雨(yu)天(tian)氣(qi)能(neng)夠(gou)調(diao)派(pai)足夠(gou)勞動力至相(xiang)應防汛地點組織防汛,及時解(jie)(jie)決問(wen)題(ti);四(si)是(shi)材料堆放區落實排水(shui)、防雨(yu)措(cuo)施(shi)(shi),確(que)保(bao)易受潮的(de)材料、成品免于(yu)淋濕浸泡;五是(shi)做(zuo)好(hao)突發情況的(de)應急準(zhun)備工(gong)(gong)(gong)(gong)作,儲備雨(yu)具、臨時防雨(yu)棚、大功(gong)率抽水(shui)機械等(deng)防排水(shui)物資。
截至目(mu)(mu)前,項(xiang)(xiang)目(mu)(mu)已對(dui)便道、排水系統進(jin)行全面排查,各項(xiang)(xiang)應對(dui)雨季施(shi)工的工作正在有條不紊地(di)進(jin)行,確保(bao)雨季施(shi)工進(jin)度不耽誤、工程質(zhi)量不降(jiang)(jiang)低。下一步,項(xiang)(xiang)目(mu)(mu)將及(ji)時了解當地(di)氣象情況,倒(dao)排施(shi)工計(ji)劃,提前做好(hao)防(fang)范措施(shi),對(dui)重點(dian)施(shi)工環節以及(ji)可能(neng)引發施(shi)工質(zhi)量問(wen)題的事項(xiang)(xiang)進(jin)行科(ke)學(xue)處理,將降(jiang)(jiang)雨對(dui)工程的影響降(jiang)(jiang)到最低。
