——記梧(wu)柳7標(biao)計劃合同部負責人陳楚(chu)方(fang)
“一(yi)本(ben)合(he)(he)(he)同(tong)(tong),嚴(yan)管勞務結算(suan);一(yi)把皮尺,細控施工成(cheng)(cheng)(cheng)(cheng)本(ben);一(yi)份責(ze)任心,節流萬千開(kai)支”,這(zhe)就是梧柳7標(biao)素(su)有“合(he)(he)(he)同(tong)(tong)、成(cheng)(cheng)(cheng)(cheng)本(ben)專(zhuan)家(jia)(jia)”之(zhi)稱(cheng)的(de)計(ji)劃合(he)(he)(he)同(tong)(tong)部負責(ze)人陳楚(chu)方(fang)的(de)真實(shi)寫照。2009年(nian),陳楚(chu)方(fang)畢(bi)業(ye)(ye)于長(chang)安大(da)學公路學院道路橋梁與渡(du)河工程專(zhuan)業(ye)(ye),懷著建設美麗家(jia)(jia)鄉的(de)理想和(he)目標(biao),他放棄(qi)了(le)(le)進入央企(qi)的(de)機(ji)會,回到家(jia)(jia)鄉應聘到廣西路橋建設有限公司成(cheng)(cheng)(cheng)(cheng)為廣西路建人中的(de)一(yi)員。2009年(nian)7月,作為新員工的(de)陳楚(chu)方(fang)進場(chang)到玉鐵高速公路10標(biao),經(jing)過半年(nian)的(de)施工崗位(wei)磨練后,他就被安排到成(cheng)(cheng)(cheng)(cheng)本(ben)工務崗位(wei),這(zhe)也開(kai)啟了(le)(le)他一(yi)步(bu)步(bu)成(cheng)(cheng)(cheng)(cheng)為項目的(de)“合(he)(he)(he)同(tong)(tong)、成(cheng)(cheng)(cheng)(cheng)本(ben)專(zhuan)家(jia)(jia)”的(de)成(cheng)(cheng)(cheng)(cheng)長(chang)之(zhi)路。
學(xue)習從零開始(shi)
剛畢業半年(nian),還(huan)未深入了解項目的(de)施工(gong)(gong)(gong)管(guan)理(li)就被安排到自己從未接(jie)觸(chu)(chu)過的(de)成(cheng)本工(gong)(gong)(gong)務(wu)(wu)管(guan)理(li)崗位,又(you)一次從零開始(shi)迎接(jie)新(xin)的(de)挑(tiao)戰,但他(ta)一顆好學的(de)心很快就讓(rang)他(ta)熟悉(xi)工(gong)(gong)(gong)作并(bing)擔起重任。在(zai)成(cheng)本工(gong)(gong)(gong)務(wu)(wu)崗位上,他(ta)先(xian)從工(gong)(gong)(gong)程量的(de)統計(ji)和(he)(he)合同管(guan)理(li)做(zuo)起,之后慢(man)慢(man)接(jie)觸(chu)(chu)施工(gong)(gong)(gong)計(ji)劃(hua)、工(gong)(gong)(gong)程結算和(he)(he)施工(gong)(gong)(gong)成(cheng)本等(deng)內容,在(zai)工(gong)(gong)(gong)作中(zhong)潛(qian)心鉆研,認真(zhen)細致(zhi),虛心向其它標(biao)段和(he)(he)公司的(de)前輩學習,取(qu)長補短,精益(yi)求精。一次,為請(qing)教一個核(he)算方(fang)法的(de)問題(ti),他(ta)直接(jie)打電話到兄(xiong)弟標(biao)段李姓總工(gong)(gong)(gong)處詢問,李總工(gong)(gong)(gong)非常欣賞這樣好學的(de)新(xin)員工(gong)(gong)(gong)很樂意就為他(ta)解答問題(ti)。這樣好學的(de)大膽經歷也讓(rang)他(ta)迅速掌握(wo)了工(gong)(gong)(gong)務(wu)(wu)成(cheng)本管(guan)理(li)技巧和(he)(he)能(neng)力。
工(gong)務成本需(xu)和項(xiang)目其(qi)它部門接觸較多,因此在工(gong)作(zuo)中他還學會了重視(shi)溝通,注重各(ge)項(xiang)數據的收集和整理,把各(ge)種問題進行(xing)有(you)效分析(xi),并把項(xiang)目成本管理中出現(xian)的各(ge)種問題及時向項(xiang)目領導匯報,以便采取措施及時進行(xing)調整方法(fa)增加項(xiang)目的效益。
嚴把合同管理關
合(he)同(tong)(tong)(tong)(tong)(tong)管理(li)(li)(li)在(zai)項(xiang)目(mu)的(de)施(shi)工(gong)(gong)控制管理(li)(li)(li)過(guo)(guo)程中(zhong)尤(you)為(wei)的(de)重要(yao),項(xiang)目(mu)對各個(ge)施(shi)工(gong)(gong)隊(dui)伍的(de)管理(li)(li)(li)都是通(tong)過(guo)(guo)合(he)同(tong)(tong)(tong)(tong)(tong)相應(ying)(ying)的(de)條(tiao)款(kuan)進行約(yue)束和(he)結算的(de)。因此在(zai)項(xiang)目(mu)施(shi)工(gong)(gong)過(guo)(guo)程中(zhong),他(ta)(ta)要(yao)求施(shi)工(gong)(gong)隊(dui)伍進場(chang)前必須簽(qian)(qian)訂(ding)(ding)合(he)同(tong)(tong)(tong)(tong)(tong)后才能施(shi)工(gong)(gong),通(tong)過(guo)(guo)簽(qian)(qian)訂(ding)(ding)合(he)同(tong)(tong)(tong)(tong)(tong)明(ming)確雙(shuang)方(fang)的(de)各項(xiang)權(quan)利和(he)義務。而對于(yu)那些有特殊條(tiao)件的(de),他(ta)(ta)要(yao)求在(zai)合(he)同(tong)(tong)(tong)(tong)(tong)條(tiao)款(kuan)中(zhong)也要(yao)有相應(ying)(ying)的(de)約(yue)定,不(bu)留任(ren)何(he)(he)口(kou)頭方(fang)面的(de)任(ren)何(he)(he)約(yue)定,他(ta)(ta)說,這樣(yang)做才能減少雙(shuang)方(fang)施(shi)工(gong)(gong)過(guo)(guo)程中(zhong)的(de)扯皮和(he)矛盾,保證各項(xiang)工(gong)(gong)作的(de)順利實(shi)施(shi)。他(ta)(ta)在(zai)合(he)同(tong)(tong)(tong)(tong)(tong)管理(li)(li)(li)過(guo)(guo)程中(zhong),他(ta)(ta)還有一(yi)個(ge)特別要(yao)求,凡是項(xiang)目(mu)簽(qian)(qian)訂(ding)(ding)的(de)合(he)同(tong)(tong)(tong)(tong)(tong)均(jun)由本人(ren)(ren)參與洽(qia)談(tan)、起草和(he)審查,從來不(bu)接(jie)受簽(qian)(qian)訂(ding)(ding)人(ren)(ren)非洽(qia)談(tan)人(ren)(ren)的(de)情況。在(zai)合(he)同(tong)(tong)(tong)(tong)(tong)商定過(guo)(guo)程中(zhong),陳楚方(fang)做到嚴把法人(ren)(ren)資格關(guan)、個(ge)人(ren)(ren)身份關(guan)、合(he)同(tong)(tong)(tong)(tong)(tong)條(tiao)款(kuan)關(guan)、履約(yue)能力關(guan)、資信等級關(guan)等,杜絕了不(bu)完善和(he)不(bu)合(he)法的(de)合(he)同(tong)(tong)(tong)(tong)(tong)的(de)出現,做到了合(he)同(tong)(tong)(tong)(tong)(tong)管理(li)(li)(li)“零失誤”。
除了嚴格(ge)合(he)同辦事(shi),他還嚴把結(jie)(jie)(jie)(jie)(jie)算(suan)關。在項目(mu)(mu)施工(gong)(gong)過程(cheng)中(zhong),各項結(jie)(jie)(jie)(jie)(jie)算(suan)付款(kuan)項目(mu)(mu)達到幾百項,在別人眼里覺得辦理工(gong)(gong)程(cheng)結(jie)(jie)(jie)(jie)(jie)算(suan)這(zhe)項工(gong)(gong)作是(shi)一(yi)件不(bu)值(zhi)得一(yi)提(ti)的小事(shi),誰都會辦,沒(mei)有任何(he)技(ji)術含(han)量。陳楚(chu)方一(yi)開始接(jie)(jie)手這(zhe)項工(gong)(gong)作的時候也是(shi)這(zhe)么認(ren)為,并沒(mei)有引起高度重視(shi),接(jie)(jie)到結(jie)(jie)(jie)(jie)(jie)算(suan)申(shen)請(qing)做(zuo)好開單(dan)結(jie)(jie)(jie)(jie)(jie)算(suan)便可以(yi)。但經過一(yi)段時間工(gong)(gong)作,他發現結(jie)(jie)(jie)(jie)(jie)算(suan)單(dan)不(bu)是(shi)隨便開的,首先要(yao)結(jie)(jie)(jie)(jie)(jie)合(he)各項合(he)同條(tiao)款(kuan),哪些(xie)細目(mu)(mu)可以(yi)結(jie)(jie)(jie)(jie)(jie)算(suan)給勞(lao)務(wu)(wu)隊伍,哪些(xie)細目(mu)(mu)是(shi)勞(lao)務(wu)(wu)隊的義務(wu)(wu)不(bu)可以(yi)結(jie)(jie)(jie)(jie)(jie)算(suan)的都要(yao)了解清楚(chu),不(bu)該結(jie)(jie)(jie)(jie)(jie)算(suan)的嚴格(ge)按照合(he)同辦事(shi)不(bu)予結(jie)(jie)(jie)(jie)(jie)算(suan)。

細致(zhi)入微的成本(ben)管理
項(xiang)(xiang)目(mu)(mu)的(de)(de)(de)成本(ben)管理(li)(li)是(shi)項(xiang)(xiang)目(mu)(mu)管理(li)(li)中的(de)(de)(de)重(zhong)要組(zu)成部分(fen),是(shi)提高項(xiang)(xiang)目(mu)(mu)利(li)潤和(he)效(xiao)益的(de)(de)(de)重(zhong)要手(shou)段(duan)。陳楚方在擔任(ren)項(xiang)(xiang)目(mu)(mu)成本(ben)管理(li)(li)過(guo)程中,在項(xiang)(xiang)目(mu)(mu)施工前期,積極配合(he)項(xiang)(xiang)目(mu)(mu)領導根據公司下達的(de)(de)(de)預控成本(ben)、當地(di)的(de)(de)(de)材(cai)料價格、市場勞務(wu)單價、機械(xie)臺班單價以及項(xiang)(xiang)目(mu)(mu)現場的(de)(de)(de)施工條件(jian),對(dui)項(xiang)(xiang)目(mu)(mu)的(de)(de)(de)工程成本(ben)進行了詳(xiang)細的(de)(de)(de)預算,制定了項(xiang)(xiang)目(mu)(mu)實施策劃方案,計(ji)算各項(xiang)(xiang)目(mu)(mu)目(mu)(mu)標成本(ben)的(de)(de)(de)控制指標。同(tong)時按照可控性原則對(dui)項(xiang)(xiang)目(mu)(mu)目(mu)(mu)標成本(ben)進行細化分(fen)解,并根據施工組(zu)織安排提出責任(ren)目(mu)(mu)標成本(ben)的(de)(de)(de)責任(ren)班組(zu)或責任(ren)人的(de)(de)(de)分(fen)配方案。
在項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)實(shi)施(shi)過程中,積極開展日常的(de)(de)成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)核算(suan)工作,建立成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)核算(suan)臺帳,及時(shi)收集來自項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)各成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)責任人的(de)(de)成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)信(xin)息進(jin)行(xing)更新(xin),對(dui)(dui)新(xin)增(zeng)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)或漏項(xiang)(xiang)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)按要求及時(shi)編制(zhi)(zhi)和申(shen)報(bao)目(mu)(mu)(mu)(mu)(mu)標成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben),對(dui)(dui)實(shi)際發生(sheng)成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)進(jin)行(xing)匯總和分類,計算(suan)施(shi)工費用的(de)(de)實(shi)際發生(sheng)額(e),并與相(xiang)應(ying)的(de)(de)預控成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)、目(mu)(mu)(mu)(mu)(mu)標成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)進(jin)行(xing)比較分析,對(dui)(dui)影(ying)響項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)變動的(de)(de)因素,及時(shi)向(xiang)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)領導班子反(fan)饋成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)管理信(xin)息,針對(dui)(dui)成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)發生(sheng)偏(pian)差的(de)(de)原因,配合項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)領導采取(qu)切實(shi)的(de)(de)措施(shi),不斷加以糾正和改進(jin),完善成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)控制(zhi)(zhi)和管理體系。
此(ci)外,陳楚(chu)方(fang)還(huan)(huan)積極參與工(gong)(gong)程(cheng)質量(liang)的(de)管理工(gong)(gong)作(zuo),因為(wei)質量(liang)不好的(de)產品產生(sheng)(sheng)的(de)額(e)(e)外成(cheng)本是(shi)無法估(gu)量(liang)的(de),為(wei)避免產生(sheng)(sheng)額(e)(e)外成(cheng)本唯一(yi)的(de)辦法就是(shi)控(kong)制(zhi)工(gong)(gong)程(cheng)產品質量(liang)。為(wei)管好工(gong)(gong)程(cheng)質量(liang),他首先要求(qiu)工(gong)(gong)地材(cai)料嚴(yan)把原材(cai)料質量(liang)關。無論是(shi)業(ye)主(zhu)提供還(huan)(huan)是(shi)自(zi)己采購都必須按照施工(gong)(gong)規范要求(qiu)具備出廠合(he)格證及檢驗報(bao)告(gao)。材(cai)料進場(chang)后還(huan)(huan)必須在監(jian)理人員的(de)見證下取樣送檢合(he)格后方(fang)能(neng)使用。其次,加(jia)強現(xian)場(chang)管理人員的(de)責任(ren)心(xin),為(wei)此(ci),陳楚(chu)方(fang)還(huan)(huan)組織制(zhi)定了(le)項目針(zhen)對現(xian)場(chang)施工(gong)(gong)人員的(de)獎(jiang)罰制(zhi)度。
